As officer is Head of a Department it would accord better with normal Colonial Service practice to attach a fixed salary to the post rather than a scale. I would suggest $2400 per mensem.
(a) Prisons Officers.
Recommended scale for Superintendents and Assistant Superintendents of Prisons has higher minimum and maximum than those for Superintendents
While hig] and Assistant Superintendents of Police. minimum may be justified on grounds that Assistant Superintendent of Prisons is normally much older than Assistant Superintendent of Police on appointment to rank there seems no justification for higher maximum which is contrary to Colonial Service practice.
I suggest maximum of Prisons scale be reduced from $1680 to $1600 per mensem i.e. to that of Police Superintendents' scale,

Two further points regarding time-scales have been raised here, viz:-
(i) Social Welfare Department. Report paragraph 142. Doubts have been expressed whether application of salaries equivalent to those of different grades of teachers would be suitable, since suitable type of person might not be attracted to Social Welfare
